Rosatom is committed to a clear and transparent procurement system based on six key principles: legal compliance, high quality products and services, cost efficiency, transparency and anti-corruption compliance.
E-procurement is carried out via all three of Rosatom's official e-marketplace partners: Fabricant, B2B-Center, and Roseltorg.
- All 380 Rosatom companies comply with the common regulations;
- 99% of procurement is conducted electronically;
- 24,000 suppliers co-operate with Rosatom annually.
Rosatom’s procurement policy complies with international procurement principles and rules, and is based on an open competitive procurement process, governed by the applicable regulatory standards of the Russian Federation.
Control and appeals
Rosatom has an efficient control and appeals system comprising the Central Arbitrage Committee and the Division Arbitrage Committees. Any procurement participant may file a complaint against the customer or procurement requester if the participant’s rights have been infringed. If a complaint is filed, then the procurement process is suspended. If the complaint is recognised as reasonable, then the customer must remedy any identified breaches.
Corrupt conduct may be reported via Rosatom’s hotline number: (+7) 800-100-07-07 or by email: 0707@ROSATOM.ru. All infringements shall be subject to reprimand which may include employment termination and the case being transferred to law enforcement authorities.
